Yes. Besides a pin code, you can also give users a barcode badge. On sign-in the volunteer scans the badge; the rest works the same. You manage both methods per user in the admin.
Every user gets their own pin code and their own permissions. The till links every order and payment to the logged-in user. The manager sees who logged in per shift and can reset codes instantly.

The remainder simply stays on the card. Every payment shows the previous balance, the amount used and the new remaining balance. The report shows how much is still outstanding per card code.
